The European Chemicals Agency (ECHA) added four Substances of Very High Concern (SVHC) to the REACH Candidate List on 16th July 2019. The Candidate List now consists of 201 substances and the Article 33 obligation to inform recipients of articles, if they contain >0.1% of an SVHC (and provide safe use information if necessary), applies immediately.

Member States or the European Chemicals Agency (ECHA), on request of the European Commission, may propose a substance to be identified as an SVHC by preparing a dossier in accordance with the requirements set out in Annex XV to REACH. The Annex XV reports can be found by selecting the "Details" button in the table listing the substances that are proposed.
